PHPWebsite is a neat PHP thing that creates an entire website for you that is interactive and dynamic (meaning.. you can write stuff on it... and it can be customized by anyone).

Along the same lines is PHPNuke which seems to have a bit more "stuff" including a the very flexible phpBB (bulletin board) module that I've talked about previously.
